Add Budget Codes on the Fly

When filling out cost forms such as Potential Change Orders, it would be good to be able to add budget codes directly from that form, rather than backing out to the budget module to add codes for new scope.

    Users should have the ability to add phases/budget codes according to the restriction on the JC Company Parameters in Vista. If the first 6 characters are the valid characters in Vista, a user should be able to add to the remaining characters of their phase code without having to add codes. This is especially important when a user is creating change orders and want to have the change order number at the end of the phase code. If the users are expected to "live" in ProjectSight and change orders begin in ProjectSight, then this ability is critical.
