Add a warning message if Project End Date has passed and Automatic Weather Entries is configured

Problem: If the Project's end date is specified and it is in the past, the automatic weather entries stop working as defined by the Help page. Users often forget the end date setting was set in the past and aren't warned about this requirement in the Weather station settings page itself. On the surface it appears that the weather feature stopped functioning without a reason why.

Enhancement: Have a warning pop-up in the Weather Station settings page if the user sets it to be 'Automatic' and the Project End date is in the past.
