Add Average Turnaround Time (days) to Notice to Comply & Action Item Widgets

The default Submittal Widget on the dashboard includes a "Average Turnaround: day" on the bottom of the widget. This would be helpful/useful to also have on the Notice to Comply and Action Item Widgets. The time should be from the date created to the date closed (resolved).
