Add a setting to make Records displaying in groups such as Meeting Minutes default as collapsed.

For easy efficient viewing it would be good to have a default setting for record views to be expanded or collapsed rather than always expanded. Currently each time the Meeting Minutes record view is opened a client needs to click the ellipsis to click collapse all.
