Add ability to remove, move or modify the size of the Notes section in Payment Application form

The application for payment form has a large Notes section at the top. We would like the ability to remove this area, or at least reduce the size or move it underneath the detailed items list. The items are what we need to see and we have to scroll a lot to see the full list because of how big the notes section is.
