Ability to lock submittals using the closed toggle switch

We want to lock submittals once they are closed using the closed toggle switch in addition to the current method, which uses the workflow status.

Typically, the status locks a submittal but we have turned that off, due to other internal people needing to use/modify/distribute the submittal prior to it being locked. This would allow us to lock the submittal once everything is complete. Currently, the closed submittals are not locked and cannot be locked without changing to a new status.
