Drawing Public Measurement Calibration

Add a setting to allow a user to make a public measurement calibration where one person can do the calibration on a drawing, so that it is already set for everyone that accesses those drawings after that.

    Would be great to allow for setting of the scale when drawings are being uploaded as drawing sets.
