Create and Modify Public Annotations - Drawing Viewer

Currently there is one setting to manage which security roles can create and modify public annotations. Can we seperate this into 2 settings? the 1st being able to create public annotations the second being able to modify public annotations. See the screenshot for reference

    This would be beneficial - some users should be able to only modify their own annotations and not other users.

    I agree! This would be great to set it as private or be able to set it to view at specific security roles. (PM versus Owner, etc)
