Better Handling of Overlapping Markups

Maybe the RFI # annotations are hidden until the user taps on an area with multiple clouds and then, after tapping once, it does the following, depending on the device:

1. Web: It presents a list of RFI number. The user could then click on each one to pull up the panel summary view of the RFI.
2. Mobile: It presents a carousel of RFI summary pop-ups that the user could swipe through. As the user swipes through them, the linked cloud is clearly highlighted.
