Add Budget Codes on the Fly

When filling out cost forms such as Potential Change Orders, it would be good to be able to add budget codes directly from that form, rather than backing out to the budget module to add codes for new scope.

Option to Make Linking Photos Required

Currently there is no way to require a user to upload a photo or link a file before saving a record. For some Users, they are required by their company to link a photo to every Checklist for example.

Mark-up on Drawings/Specs Etc. Public Identification Color Change

When marking up drawings, specs, would be nice if once you change the note to public is changes color so you know it's published to the drawings/spec. I have to go back each time to verify if I made public.
