Checklist Approvers get notification/show up as assignments

Currently when you input a checklist approver the do not get a notification, nor does it show up as an assignment in for them. This can prove to be problematic if the approver was unable to make the inspection, but still needs to approve the check...

Punchlist Status

Need ability to let subs change the status to ready to inspect or pending reinspection and not close the status in the rules function.
